I was able to find Cecil in the 1940 census. I could only find this census in FamilySearch.org.
Cecil was the informant for the information on this census. This was designated by the circled X.
He is in Shasta County, California.
He was the 10th person enumerated during this census in the Judicial Township 4, on April 2 1940. He is living in "Project City" which was an unincorporated area in Shasta County, California.
He is living by himself. He is male, white, 44 years old, and divorced. He attended 6 years of school.
In 1935, he lived in Curry County Oregon, which is immediately south of Coos County Oregon, where Cecil had had a homestead.
At that time he lived in Illahe, Curry County Oregon. It is currently unincorporated. It is in the Klamate Mountains in the Rogue River-Siskiyou National Forest. The area is designated Wild and Scenic and is "one of the best known whitewater runs in the US."*
The census continues with Cecil stating that he owns a farm. He was working but not for pay [farming], and he wasn't assigned to public EMERGENCY WORK (WPA, NYA, CCC) during the week of March 24-30. Cecil states he was looking for work.
He continues by saying that he had been unemployed for 20 weeks. Cecil says his occupation is one of a carpenter, and that he had worked on bridge and Dam construction. [The "PW" could stand for Public Work.]
He continues stating that he work 28 weeks, and earned $1391.00. He states that he did not earn any other money.
