It reads:
Report of Births Registerd in the County of Martin.
On line 6, the record states that Oril [Orville] Edwin Winch was born on Feb 15, 1872. He is a white male child born in Nashville [Martin County, Minnesota].
Below is a copy of Image 1116, which lists the parents of Oril [Orville] Winch. On line 6 his parents are listed as Albert & Harriet Winch. The record states that Albert was born in Canada and Harriet was born in New York.
The birth was registered/reported on Feb, 24, 1872 by James Bottemley.
In 1986 I ordered a certificate of birth for Orville Winch (this is before FamilySearch.org existed. In 1986 the internet was not as it is today so most of genealogy done by researchers was through the mail.)

as the parents of the said Oril Edwin Winch
That the birth was reported by James Bottomley
and the certificate was officially filed February 24, 1872
